Соглашение между национальными и иностранными правительственными или финансовыми учреждениями, отражающее результаты взаимной договоренности о величине заемных платежных средств, цене займа (размере выплачиваемого процента), периоде и условиях погашения долга. Основным критерием классификации внешних займов служит определяемый соглашением или контрактом срок их выплаты. Займы считаются краткосрочными, если они предоставляются на срок не более двух лет. Потребность в заемных платежных средствах на такой период особенно часто возникает при осуществлении внешнеторговых операций. Среднесрочные и долгосрочные займы (срок погашения более двух лет) при международных внешнеэкономических сделках рассматриваются как источник финансирования национального капитального строительства.
